Some countries aren’t currently available to select in the campaign builder. This may be because Meta requires additional verification or because advertising is restricted in that country.
Countries that require additional verification
Brazil, Taiwan and Singapore require additional advertiser and payer verification.
You can still target these countries by adding them manually in Meta Ads Manager after creating and launching your campaign through Amuse. You’ll also need to add a verified advertiser and payer for each country.
We’re working on supporting this directly in the campaign builder in the future.

Countries that can’t be targeted
The following countries aren’t currently available for ad targeting due to sanctions:
Cuba, Iran, North Korea, Russia and Sudan.
